Is an Obeya the same as a war room?

Where a war room is a place where everything that comes to mind is put on the walls and then structure is created in solving complex problems, the Obeya is the opposite. In an Obeya, one must carefully think of what should be on the wall. The end result is a careful reflection of the work that the team must manage with any waste removed. 

The notion that the Japanese used Obeya in war-time is for as far as we know a fairy-tale that probably exists because Obeya was first conceptualized by Toyota for the Prius project in the 90's, and some people think it is the same thing as a 'war room'.  If you have any evidence suggesting otherwise, we'd love to hear from you :)
